The AARP Tax-Aide program is seeking volunteers to assist low and moderate taxpayers complete their 2007 federal and state income tax returns. The Better Business Bureau Sierra Vista and Microbusiness Advancement Center have partnered to offer a free business development course Dec. 4 from 11 a.m. to 1 p.m. in Sierra Vista. Free lunch will be provided.
The course will give small-business owners and aspiring entrepreneurs tips on how to start, grow and fund their businesses and provide information on the many federal and local resources available, including those in Cochise County.

Southern Arizona Contractors Association’s 2007 annual meeting and dinner party is Dec. 8, at the Thunder Mountain Activity Centre on Fort Huachuca.
There will be a cocktail party, dinner, dancing and raffles. Doors open at 6 p.m. with dinner starting at 7 p.m. Cost is $35. RSVP by calling 458-0488, before Dec. 3. At the meeting, members will vote on the five nominated board members for 2008-09.
The Bisbee Chamber of Commerce is sponsoring a promotion called “Shop Bisbee” to encourage residents to shop locally. Cash prizes will be awarded by drawings from receipts from Bisbee Chamber of Commerce Member Businesses. Bisbee residents must be 18 or over to win. To be eligible to win, residents must take a valid receipt from a Bisbee Chamber member with name, address and phone number on the back, and deposit into a special receptacle at the Bank of America in Warren, the National Bank of Arizona in San Jose, or the Chamber of Commerce in Old Bisbee.
The Tucson housing market had one foreclosure for every 162 households, putting it at No. 34 on RealtyTrac’s list of the top 100 foreclosure markets in the third quarter.
The Phoenix market was ranked No. 15 on the list, with one foreclosure for every 87 households.
The top five markets for foreclosures in the third quarter were Stockton, Calif.; Detroit; San Bernardino, Calif.; Fort Lauderdale, Fla.; and Las Vegas.
Cities in just three states — California, Ohio and Florida — accounted for more than two-thirds of the top 25 metro foreclosure rates, said James J. Saccacio, chief executive officer of RealtyTrac.
The Better Business Bureau is alerting consumers of a fake lender that is victimizing consumers all over the country by illegally requesting advance fees on loans. Atlantic Lending American Corp (www.atlanticlacorp.com) has been contacting consumers who have applied for loans over the Internet. Victims are encouraged to contact the Federal Trade Commission at (877) 382-4357, the IC3 — Internet Crime Complaint Center— at ic3.gov. The BBB reminds consumers that advance fee loans are illegal in the U.S. and warns never do business with lenders who request money prior to disbursing the loan funds.
